Halsbury Hong Kong on Police Disciplinary Procedure Updated

The chapter on “Police and Emergency Services” of Halsbury’s Laws of Hong Kong (Vol 42) had been substantially reviewed in the latest 2026 reissue.

Mr Gordon Chan is the latest contributor to Halsbury’s Laws of Hong Kong (Vol 42) on “Police and Emergency Services”. The chapter covers a wide range of topics, including police powers and disciplinary proceedings, the Essential Services Corps, and the Government Flying Service.

Following the Court of Final Appeal’s judgment in Lam Sui Po v Commissioner of Police (2009) 12 HKCFAR 237 regarding the right to legal representation in disciplinary hearings, relevant subsidiary legislation was substantially amended. For police disciplinary proceedings, the Police (Discipline) Regulation (Cap 232A) was amended to include enabling provisions for the engagement of legal representation and other substantial amendments in procedures.

These developments have been reflected as part of the 2026 reissue of Halsbury’s Laws of Hong Kong (Vol 42) “Police and Emergency Services”.

Halsbury’s Laws of Hong Kong is the only encyclopaedia of law in Hong Kong, and is the local adaptation of Halsbury’s Laws of England, an esteemed series of law encyclopaedias.
