In an interview with TVB News, Mr Gordon Chan discussed the permanent stay of proceedings and the issues arising from prolonged disciplinary procedures for patients and their families, as well as for doctors whose conduct was being questioned.
Permanent stay of proceedings is extremely rare and is the last resort. While it is most unsatisfactory, there are genuine concerns at play, including the right to a fair trial and to a dispute reaching a proper resolution.
