To promote consistency in sentencing, the Court of Appeal may establish sentencing guidelines for the lower courts in Hong Kong. Depending on the nature of the offence, the guidelines may primarily be quantitative, such as in cases involving trafficking in dangerous drugs or the amount of money involved in a theft case that includes an element of breach of trust.

Sentencing is an art, not a science.
